I've just attended a session at the ITU mediated forum -
World Summit on the Information Society (WSIS)here in
Geneva - on Internet Governance.
WSIS is in the process of drafting a Declaration of
Principles and Plan of Action on the Information Society
- a document in a similar vein to other UN-endorsed
documents such as the Universal Declaration on Human
Rights.
This particular session (just attended) was asking
national delegations for their comment on the Preliminary
Report of the Working Group on Internet Governance
(WGIG)found at http://www.itu.int/wsis/documents/doc_multi.asp?lang=en&id=1460|0
IN general terms there was a large number of national
delegates who expressed explicit concern regarding the
current unilateral, non-transparent and non-democratic
governance of a number of critical Internet
infrastructures and resources.
The tone of the session was set early when the Brazilian
delegation suggested that their citizens were in need of
cheaper access through lower interconnection fees
cheaper hardware
free and open source software
access to the root servers including the domain name
allocation currently controlled by ICANN - Internet
Corporation for Assigned Names and Numbers - a privatised
US based firm. There are 13 root servers in the world -
10 of which are located in the US, the other three in
industrialised countries. The Indian delegation reported
that they were told that, for technical reasons, there
can be no more root servers.
Many countries, as well as civil society groups,
expressed their concern that the current situation
threatened their sovereignty, cultural diversity,
development objectives as well as individual civil
liberties including privacy, freedom of expression and
media control. (Explicit examples of this were given in
the civil society sessions - such as Iranian youth
websites being disabled and disappearing).
Developing nations also commented that the current
arrangements unfairly added to their internet expenses -
especially where there were asymmetric information flows
to and from the US.
Some delegations asked for an acknowledgement of the fact
that the technology was not politically neutral. The
civil society group on privacy gave the example that the
newest internet protocol IPv6 reduces the anonymity of
users, and increases the potential for abuse. Other
countries supported linguistically and culturally
sensitive development.
The US delegation, a business group called the CCBI, the
Internet society (ISOC), and the Australian delegation
supported a reformed version of the current US dominanted
institutions. They supported the private sector
involvement in the Internet architecture (by ICANN) -
saying that the Internet had a history of dynascism
- one that supported a competitive, organic, and
decentralised Internet environment. They raised the fear
that radical reform of the Internet would threaten its
stability, and warned that over governance would threaten
the innovative nature of Internet development.
Australia wanted a list of pros and cons on a number of
options for reform of Internet institutions - including
costs- before the Tunis meeting of WSIS later this
year.
The basic conflict this morning seemed to centre around
what form moves towards greater transparency,
representation and multilateral/multistaker holder
governance would take - whether than means taking control
of institutions such as ICANN via some
treaty/forum/governance structure(and how exactly that
would happen - if indeed the US government and ICANN
didn't just tell them to bugger off anyway)or as
Australia, the US and the other business groups (who all
had American accents)advocated - just greater reform of
the existing structures.
The Chinese delegation suggested that they had research
that would assist in forming an ínternational governance
mechanism'and a 'new ICT development order'.
The likely heat on the US is likely be come from the fact
the vast majority of nation states represented here, as
well as the civil society forum wanted complete reform.
The Working group on internet governance (WGIG) is taking
all the comments on board, and there is an online forum
as well, and will be amending their draft for some kind
of agreement at the Tunis meeting of WSIS later this
year.
SHUTTER CONTROL: GROUND ZERO

When I typed out Internet origins,
wikipedia into Google on Feb 22 (1.25pm Malaysian
time), this what I saw:
Power corrupts. Power failure corrupts

That page should have added that Absolute Power
Corrupts Absolutely. Information denial is the future
wave!
I didnt need Wikipedia to know the origins of the
Internet. To put a long story short, it started off as
the defense project ARPANET which later included key US
academia, some of whom may have stories to share,
if they prefer too.
This was an excellent military tool, one that could
allegedly withstand the devastations of a future nuclear
attack. Then came the Internet and the world wide web, a
liberating medium for anyone, anywhere with a PC, modem
and phone line.
Nothing is given away for free, especially when it
involves liberty. Those who designed this
liberating medium knew that any machine, any vaccine, any
electronically-contrived tool has a function creep.
If you need to effectuate global hegemony, what better
and cheaper way than to string up peoples and nations
electronically? People would benefit tremendously, and so
would an age-old plan called Novus Ordo Seclorum -
A new order of the ages." The date of origin:
1782. I had to pull up a greenback to check up those
Latin words as Wikipedia, that quick portal for
double-checking facts, including spelling, was again
showing the above message, for a different search.
The Internet was under attack. All the symbols I saw
on that dollar bill, and its exegesis belong to the
Masonic religion. I couldnt find a single Christian
symbol in this supposedly Christian, evangelistic
country. And how does freemasonry paint Christianity,
Judaism and Islam? Biblical figures like Yahweh was the
Midianite God of storms and wars, who was
fearful of Moses who in fact was a
death dealing fanatic and Jesus was the
product of a magical mating between
Yahweh and Mary. [1] The quotes, and there
are plenty, are taken from a work of speculative
delusions at it deranged best, written in a dream world
of hallucinatory scholarship. It was, in essence, an
attack on all three monotheistic faiths, something
carried out with brutal force in Iraq and to a lesser
extent, in multiple realms everywhere. Novus Ordo
Seclorum can be best accomplished when
pseudo-Christianity is used to fight Judaism and Islam,
and later incite a three-cornered fight between all
three.
Does this have anything to do with the Internet? Look
at the Eye on that Great Seal. It cannot be All
Seeing unless all people can be seen and heard. And
the Internet is the best choice, among a growing menu of
electronic, panoptic tools.
From a liberating medium, it has gone on to be the
perfect surveillance and control mechanism. Your emails
and chats (personal) can be monitored, your online
purchases (finances) logged, and your psychological
profile noted. This hydra is going berserk.
Choking Democracy, dissent and filtration
Here is a recent example. The US government had
ordered an American ISP, the Planet, to shut down an
Iranian Student News Agency website (BBC, Jan 24) The
irony? Iranian students are preponderantly against the
established fanatical Ayatollahs.
But Uncle Sam - that ugly old gaffer Samael - is not
interested in any democratic development anywhere,
including its own. Before his first salvoes are fired, he
needs to unite Iranian students, activists, and
Ayatollahs under a common threat. The Eye will then relay
images of unified, massive anti-American demonstrations,
of torture, of nukes and so on through satellite TV and
radio, newspapers and the Internet. The Iraqis will help
along. The American public must be psyched up in advance.
Here is the double whammy. Iran intends to create its
own satellite technology and boost whatever net
infrastructure it has. Its not going to be
liberating; rather, it will be more tyrannical. The
Panoptic World itself is hosted on a US-based server.
Why? Snooping is more common out here. A few years
ago, four people were charged for relaying emails about
an alleged riot planned by Indonesian migrants workers in
the Chow Kit enclave of Kuala Lumpur. You still hear
different versions. There was another incident where one
Malaysian alternative site had its servers and PCs taken
away by the Malaysian police. It was a crude warning. Big
Brother here may not be as tall as Uncle Sam, and perhaps
only measure up to his loins, but he is still powerful.

Retards should know that more developed minds never
keep their secrets on their PCs, not in their homes, not
with anyone on their mailing list, and possibly not in
their country. They keep decoys. The psy-warrior must
laugh from his grave, when the chickens come home to
roost, after seasonal trends necessitate an unnatural
peregrination.
Delusions?
Thats one allegation employed by both the
pseudo-right and the pseudo-left, a charge they apply
more vehemently to silence third party neutrals rather
than each other. I wonder what they have to say about
Chinese cyber-dissident Huang Jinqiu, whose government
tried everything possible to break him physically
and psychologically to prepare him for
psychiatric institutionalization. It
doesnt take state torture alone to achieve that. He
became well known for his uncompromising political
articles carried by Boxun (website), under the pseudonym
of Qing Shuijun while he was a student in Malaysia,
and was arrested a few days upon return. (Reporters
without Borders, 18/2/2005). Who ratted on him? A
Malaysian connection here?
There are Malaysian Islamist intellectuals
who decry Western allegations of Chinas human
rights violations, and by default, obviously find the
Xinjiang Muslims to be expendable. All for the good of
the Confucian-Islam dialogue, even if a few Muslims are
tortured and killed. They even filter out the best Muslim
thinkers on home soil just as the elite of the American
left filter out commonsensical views from its free
speech spectrum.
If there is no liberty anywhere, its coz the US
leftist elite lends a solid support to their fellow
little brothers everywhere. Notice that they get to
publish their works in print, or get interviewed while
complaining about Big Media. The rest have to resort to
the dream world of the Internet. As a writer from the Far
East, I am telling you, I see this nexus as a greater
threat than any US army division. Its a symbiosis
of pseudo-activist tyranny, consenting to the
manufacturing of victims, and the weakening of societies
which they blame on American hegemony alone. Those left
out are forced into the realm of the Internet, making
them very vulnerable to the cyber police.
It is not just China that is policing the cyber world
tightly and its dozens of imprisoned
criminals are replicated elsewhere, in
varying magnitudes and forms.
The Mechanism - Samples
Internet filtering is hardly new
Using
technologies like router-based IP blocking and, more
recently, DNS redirection, countries have found they can
block the web content they dislike, while still obtaining
what they consider the benefits of the Internet.
Page error, host not found and
connection timeout are used to suggest
crashed servers or a malfunctioning network. Mirror sites
are created by governments to provide altered, watered
down, censored or incorrect content for unsuspecting
ordinary users. (Reporters without Borders)
Google too has its own tricks. Blocked in China in
Sept 2002, it now functions flawlessly, until a Chinese
surfer tries to access certain taboo sites. By surfing
standards, it takes such pages forever to download,
perhaps up to half an hour.
Was there a Google collusion? For a long time, when
one typed out French military victories,
youd get a paternal geeky message directing you to
Did you mean French military defeats? Try
typing out my pen-name at Google and youll see a
glimpse of how this works. A cheap demoralizing tactic?
It wasnt as bad as Googles scrambled spell
hint of a prolific Arab affairs writer for years. Only
now is her name spelt correctly as such tricks dont
work. Google is slowly paying dearly as searchers are
switching to Yahoo and MSN. The guy at the helm
wouldnt care if some employees need to be sacked in
favor of Indians when business declines. I am all set
with a business plan when that happens.
The ISP-based carnivore technology, starved of more
human meat and speed, is now giving away Trojan horses
for free, installing them directly onto targeted
computers. This is called the Magic Lantern, and it blips
every time you press a key. No encryption will work once
it is installed, not even Pretty Good Privacy. From the
business angle, its a cosmetic change from the
ISP-based Carnivore to direct snooping through Magic
Lantern. This would not allay the fears of any shrewd
capitalist. He will know that his business and patent
secrets are even more vulnerable than before. Businessmen
beware! Halliburton-style contract riggings are just the
beginning.
There are excuses to unlock more goodies. Child porn,
mob violence, Sept 11, terrorist activity will make net
censorship more palatable. The RIAA performed a
stupendous feat nearly two years back when it
effortlessly tracked down pirated music on home
computers.
If the RIAA alone can achieve that, ask yourself why
Al Qaeda can still post video shows on
various sites, away from the shining spotlight of Magic
Lantern? Indymedia takes higher priority. On Oct 7 2004,
it servers were seized for some very odd reasons. Some
left-wing sites faced simultaneous problems for a while.
Many still do.
Tell you a secret. Note which ones were under
pressure, which ones crashed, and which ones were not.
You can sift the chaff from the wheat. Counterfeit
crashes from this date will not do; you need a pedigree
to trot alongside those snorting Trojan horses. You
cannot compare the structural integrity of a
dissident site, purportedly starved of cash,
to a porn site or MSNBC. Lately, MSNBC and the Panoptic
World kept crashing numerous times within an hour,
and over a few days. My modem was showing unusual
activity when nothing was being updated or downloaded.
Certain MSNBC articles were easily accessible, other were
not. Can Bill Gates news site crash on his own
browser while porn sites, after a random check, could
hold out on its own, on a different window, on the same
computer? Those MSNBC stories were pretty good.
If satellite imageries are being bought up, ISPs need
only an order. Most of them are small outfits. When these
host servers are used to play tricks on your site, they
lose business. Who would want to host anything on The
Planet now? Either they go for solid business and profit
or slowly bleed to bankruptcy, leaving their employees in
the lurch
In fact, smaller ISPs may be deliberately used for
this; to kill themselves so that the industry can
consolidate into one monolithic, streamlined surveillance
superstructure. Our choices are getting limited.
All our systems upgrades are wired into the
Panopticon. The faster, the better, from Internet-reliant
phone conversations, net chats, online transactions to an
online order for a computer, where a multinational bank
can alert its equally multinational computer manufacturer
to add the right ingredients. Uncle Samael still wins,
and its little brothers can still hover around his loins,
doing what they are good at best. Western Imperialism?
The Panopticon was prepared well. Here is a pre-9/11
FBI statement: Electronic surveillance has been
extremely effective in securing the conviction of more
than 25,600 dangerous felons over the past 13 years. In
many cases there is no substitute for electronic
surveillance, as the evidence cannot be obtained through
other traditional investigative techniques.

I do no doubt that. The utility of criminals is
nothing new. Sept 11 ushered in more draconian laws, and
the White House can at least boast of a few successful
decapitation strikes, although Osama Bin Laden, Ayman al
Zawahiri and Mullah Mohammad Omar are still missing.
Expendability follows expired shelf-lives.
Government-employed hackers who strut about cockily may
not know that when a foreign nation wreaks heavy havoc
with key national infrastructures, someones head
has to roll on the opposite end. No points for guessing
whose.
In future the FBI will have to roll off some fat head
to satisfy a Carnivore and a worried public. Now, lets
see
the rogue agent was involved in child porn,
snooped on a colleague or had stolen financial details
for personal use
the FBI doesnt snoop,
it only concentrates on terrorists and criminals.
As soon as the Magic Lantern is lit, it goes beyond
criminal activities, from the personal to the
battlefield. Remember this is a highly intrusive software
that can detect even inactivity; if the mouse isnt
being moved, you may be away, in the bathroom or having a
phone chat. During that time, your modem icon may show
unusual activity.
The details gathered can be used to destroy a person.
If your family life, finances, job prospects or
spouses health etc are detailed, those in power
will know when to go in for the kill. Fake mails from an
estranged spouse, trusted friends or colleagues can drive
an embattled person to the brink.
Thankfully, they havent perfected the art, not
yet.
Personally, some imbecile miscalculated badly in my
case, as it was obvious I was about to leave political
commentaries - after the ego-boosting confidence I had
gained at the Online Journal - for short stories and
fiction. When I was stopped at the Forth Worth/Dallas
airport over a Justice Dept enquiry, I did suspect
sources closer to home. But it was at Austin airport when
I mulled over some very nasty countermeasures, for
personal use.

For cogs will always be cogs, and they can be
destroyed and replaced and that replacement should know
how he or she is horribly hemmed in! For it is people
like that who abide by a system that shows no mercy, and
they should expect none themselves.
They are the ones responsible for this unfolding
nightmare.
Shutter Control - Ground Zero: Imagine a
battleground with satellite imageries bought up and
targeted websites actively cut off? Add in news
censorships and blackouts? You expect an unprecedented
international outcry without sufficient access to
information? Societies implode through rumors during an
information blackout. The guardians of
dissent will be there to air their views first, and
make the first cleaving impressions. Here is where
the little brothers -- from national leaders to editors
and pseudo-dissidents -- would be huffing and blowing
overtime to titillate an Uncle Samael gone berserk. Sure,
the guardians would wave the perfunctory red flags while
they subtly help eliminate vestiges of resistance, before
being eliminated themselves.
For the first time in history, this is possible.
Its now a electronically wired world, and that All
Seeing Eye in the Great Seal of the United States of
America is slowly coming alive. It is not a Christian
symbol, which, those Middle Eastern terrorists and their
intellectual apologists dogs very well know, and
conveniently overlook. They are the little brothers, who
will blow and fire alongside high profile US
dissidents and evangelists. They are playing
their part to perfection, some of them consciously.
For that eye has been waiting for this day for too
long. Conspiracy theory? Look at that bloody greenback!
It is right before your eyes but not before the guardians
of the intellectual left, not before the right-wingers
and not before the Islamist intelligentsia, the latter
constituting the perfect oxymoron, for if they had made
their societies stronger and more self-reliant, that war
in Iraq would have never taken place. Their only job is
to muscle out better Muslim and non-Muslim thinkers from
the public domain and be the points of reference to usher
in more murders. Other major civilizations have surged
ahead. Even Vietnam has taken off pretty well.
But in their delusional world none want to see it.
They dont want to see that the Eye was not an
accidental symbol. It has a function, a role to play and
a scheme to fulfill.
When that day comes, the Eye will know where you are,
where you run, and where you hide. Your GPRS signals,
your credit card purchases, your ATM withdrawals en route
to escape, your car number plates captured by a store
security camera, those voyeurs orbiting above, tracker
dogs following your scent, a phone call to a store near a
road junction enquiring about a criminal on
the lam (at that moment, you will actually look like one)
will crush you and others in a final pincer movement in
this dehumanizing panoptic zoo.
After that, the rest can wear dogs tags for life (see
the un-conspiracy links below)
Am I worried? Not really. Cowards cum mockers can wear
those dog tags, and there are far too many of them. If my
Mumbai pal can describe certain
ratiocinations of mine as sheer
divination, lets give it a try, shall I? It
doesnt matter if he could have burnt up
breathalyzers when he sometimes said that.
I didnt choose this path but closed doors do
have that effect.
For I will not let the likes of Gary Webb die in vain.
I will want to tell the world another story behind
Giuliana Sgrenas limited mercy at the hands of the
very people she was helping. This was not the first time
and not the last. Uncle Samael cannot function without
his little brothers.

and another in private. She shouldnt have been
there, to be held captive by an Iraqi, and make a
political statement decked in green. Only a coward would
hold such a woman hostage.
The casualties keep mounting. More US soldiers are
dying.
Christians of the United States beware!
There are murderous hijacking your faith, in your
faiths name, to take your kids away and die in a
place they shouldnt have, at the hands of murderers
who get their anti-American ideological support from
Americans who deliberately, and insensately instill hate
in your faith. You can start off by boldly asking your
evangelists what the Great Seal means. Thats the
first step in sifting the chaff from the wheat! The
burning comes later.

Perhaps I am delusional. After all, I am listening to
the Pet Shop Boys Flamboyant while writing
this draft. We will see in the next few weeks.
