And the police are such couch potatoes that they cannot hold up a wounded person properly between four of them............will the wounded boy arrive in hospital alive? they are just letting him bleed profusely and quite unable to carry his weight.

INDIA'S VILE CASTE SYSTEM MAINTAINED TO PREVENT EDUCATION EQUALITY

India's Supreme Court has thrown a spanner in the government's plan to promote affirmative action by reserving 27 percent of admissions for them in central (federal) institutions of higher learning. On Thursday, a two-judge bunch ruled against such reservations mandated by an act of parliament in 2006.

The latest order also contradicts the rationale of a 1992 judgment of a much larger bench, composed of nine judges, which upheld such reservations for the low castes (called Other Backward Classes or OBCs in officialese) in central government jobs. The new verdict holds that quotas are anti-merit because under them, "unequals are treated as equals."

India's ancient caste system divides Hindu society into the Brahmin (priestly), Kshatriya (warrior) Vaishya (trader) and Shudras (serving) castes with the OBC group falling into the last category. Dalits (former untouchables) fall outside this four-fold caste system.

The apex court's judgment has been has been expectedly, and raucously, welcomed by upper caste-dominated student bodies. But it has drawn strong protests from OBC students, tens of thousands of whom will be deprived of a chance to study in central colleges and universities, including prestigious institutions like the Indian Institutes of Technology and Indian Institutes of Management. Civilian Court Sides With
 "Conscientious Objector"

University of California Santa Cruz student Robert Zabala 
joined the Marine Corps thinking it would be a "place
where he could find security" after the death of his
grandmother in 2003. But when he began boot camp in June
2003, Zabala said he had an ethical awakening that would
not allow him to kill other people. He was particularly
appalled by the boot camp's attempts to desensitize the
recruits to violence. Zabala sued and on Mar. 29, a
federal judge in Northern California overruled the
military justice system, ordering the Marine Corps to
discharge Zabala as a conscientious objector within 15
days.

UK and US unions in merger talks

Amicus, a major union in the UK, is to discuss a possible merger with another union based in the US and Canada. If agreed, it would bring another 1.2m members to Amicus, creating one of the biggest unions in the world with more than 3m members.

Amicus General Secretary Derek Simpson is due to meet officials from United Steel Workers in about a fortnight.

The BBC's Stephen Cape said it was the first time such an international merger has been mooted. He said it was a reflection of the changing world, where union influence was in decline yet there was a growing need to fight global companies. Although there are different labour laws in other countries, a super union could put pressure on companies and their managers, he added.


CLIMATE CHANGE

Agreement has been reached among delegates at a major conference on climate change in Brussels.

A final accord was struck after delays caused by disagreement over the likely impact of global warming.

"What we have is a very good document," said Rajendra Pachauri, chairman of the Intergovernmental Panel on Climate Change (IPCC).

The report is expected to say climate change is already having major impacts on the natural world.

The panel believes there is also a discernible, though less marked, impact on human societies.

The details are due to be unveiled at a news conference shortly.

The home office is seeking to deport the Zimbabwean teenager who exposed a major sex-for-asylum scandal in the Immigration Service, The Observer has learnt.

The move comes as the government prepares to deport hundreds of Zimbabweans in anticipation of winning a crucial test case next month that would allow it to resume deportations. The government is also sending letters to hundreds of Zimbabwean asylum-seekers telling them they should consider returning home - despite the near collapse of the country's economic and political stability and increasing state-sponsored violence.
